NOC for Foreigners Travelling in Balochistan
Did you know that NOCs are processed free-of-charge by the Home Department in Quetta?
But that’s not what most travel companies and tour operators will tell you. They will also try to charge you anywhere from US$100 to 500 to process your application!
Last year, we went to Quetta’s Home Department and established relationships there. So for our clients, we only charge our cost to print out your application letter & documents and then courier them to Quetta.

Make payment

Await approval
We will send your documents and official Application Letter (on our letterhead) to Balochistan’s Home Department in Quetta. Once approved, we’ll share a soft copy via WhatsApp (you will not receive a hard copy).

Per the Home Department, while “NOC” is the common term, it’s not really a “no objection certificate”. This is a mandatory permit from the provincial government for all foreigners wishing to explore Balochistan. After being sumitted, an NOC application passes through 5 sections of the Home Department. Then, if approved, the result is “an information letter to Balochistan law enforcement that a foreigner is approved to travel in that area and security can be assigned as needed.”
When applying for a Balochistan NOC, each application requires a local Pakistani national to be listed as your liaison (designated person). The police will contact the person listed on your application to coordinate your security prior to entering Balochistan. They will also stay in CONSTANT contact with this person (sometimes multiple phone calls per day).
When we plan your tour or car & driver (if not going on a full tour), Adventure Planners will arrange this for you.
However, if you are a foreigner travelling with a local Pakistani friend or you are flying in to Gwadar or Quetta and have your transportation arranged for you — you can provide the designated person’s details to us.
Unfortunately, no. Your application can either be submitted through a specialised tour operator or travel company like Adventure Planners Pakistan – OR – via a government agency if you are travelling to Pakistan on business or with the media, etc.
No. If your NOC is approved and you are cleared to travel in Balochistan, you will be provided security free-of-charge if you’re foreign and if that area requires it.
